Traditional banks require collateral, audited financial statements, and weeks of processing time. A small-scale market vendor operating on thin daily margins simply cannot meet those requirements. Digital lenders changed that equation entirely.</p><ad-spot></ad-spot><p>Research supports the genuine value that digital credit delivers when used well. A peer-reviewed study published in the journal Financial Innovation found that local digital lending development reduces the probability of food and health deprivation, with rural communities benefiting even more than urban ones. That model aligns repayment with actual business performance, which is a meaningfully more humane approach than fixed short-term loans.</p><p>The broader point is that digital credit has achieved something traditional finance never managed: it brought credit access to millions of Kenyans who were previously shut out entirely. Mobile money platforms increased financial inclusion by over 50 percent, and digital lending has been a significant part of that shift.</p><h2>The Negative Edge: When the Numbers Turn Against You</h2><p>Here is where the story gets complicated. The same speed and accessibility that makes digital lending attractive also strips away the friction that might otherwise make a borrower pause before taking on expensive debt.</p><p>The interest rates charged by many digital lenders are extraordinary by any standard. While the CBK reduced its benchmark Central Bank Rate to 8.75 percent in February 2026, marking its tenth consecutive rate cut, and average commercial bank lending rates fell to 14.78 percent as of that same month, digital lenders operate on an entirely different pricing structure. When annualized, interest rates on digital loans frequently range from 100 to 300 percent, and some research documents effective annual percentage rates exceeding 400 percent when hidden fees and penalties are factored in.</p><ad-spot></ad-spot><p>To translate that into concrete terms: a KSh 3,000 loan from a typical digital app can balloon into a KSh 6,000 repayment within weeks. A small grocery shop owner who borrows to restock shelves may find that by the time the loan matures, the profit generated by that extra inventory has been entirely consumed by the cost of borrowing. The math is brutal for anyone operating on thin margins.</p><p>The interest rate problem is compounded by the structure of the loans themselves. Most digital loans carry repayment periods of 14 to 30 days. If a borrower cannot repay in full within that window, the penalties are aggressive. This is where the debt cycle begins. A borrower takes a loan from one app, cannot repay by the deadline, and borrows from a second app to pay off the first. Then a third to pay off the second. The cycle spirals. As one widely reported account captures it: a market vendor borrowed KSh 3,000 to restock, could not repay a month later, and found herself juggling multiple apps while fielding harassment calls. Her experience is not unusual. It is typical.</p><p>Data from the post-COVID period tells the scale of the problem clearly. According to the <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.knbs.or.ke/wp-content/uploads/2021/12/2021-Finaccess-Household-Survey-Report.pdf">FinAccess Household Survey 2021</a>, while the average default rate across all borrowers in Kenya was 10.7 percent, the default rate for mobile-based loan borrowers had reached 50.9 percent. Nearly half of all digital borrowers were in default. That is not a marginal problem at the edges of the system. It is a structural failure at the heart of the model.</p><h2>Predatory Practices: Beyond the Interest Rate</h2><p>The financial harm of excessive interest is only part of the picture. The licensing framework requires all Non-Deposit Taking Credit Providers (NDTCPs) to meet eligibility requirements, governance standards, operational rules, and consumer protection obligations. The phased licensing approach has been described as a deliberate clean-up of the digital credit ecosystem, not just a rubber stamp for any applicant.</p><ad-spot></ad-spot><p>In February 2026, National Treasury Cabinet Secretary John Mbadi appeared before the Senate to outline a raft of new regulatory measures. The Treasury is moving to introduce new licensing rules under the proposed Business Laws (Amendment) Act, 2024, with the framework targeting large lenders that control most of the market. The reforms are designed to strengthen oversight while easing requirements for smaller, lower-risk operators.</p><p>A parallel legislative push has gained traction in Parliament. A parliamentary petition is seeking amendments to cap loan rates and enhance enforcement of the Consumer Protection Act. The 2025 Business Laws (Amendment) Bill moved to ban harassment in debt recovery for microfinance lenders. The Finance Bill 2025 proposed a 20 percent excise duty on loan interest and service fees charged by non-deposit-taking digital lenders, a measure that could raise borrowing costs further but is also intended to deter the most predatory operators.</p><p>On the interest rate transparency front, Kenya launched KESONIA, the Kenya Shilling Overnight Interbank Average, as a new benchmark for variable-rate lending beginning September 2025. While this primarily affects bank lending, the direction of travel signals that the CBK wants more transparent and rational pricing across the credit market.</p><p>Separately, the CBK has introduced a Risk-Based Credit Pricing Model (RBCPM) that sets a total lending rate formula based on KESONIA plus a lender-specific premium. This kind of standardization, if extended meaningfully to DCPs, could go a long way toward preventing the most extreme rate exploitation.</p><h2>What Needs to Change</h2><p>Regulation alone will not solve the problem, even if it is a necessary start. There are deeper structural shifts that Kenya's digital lending market needs.</p><p>The first is genuine interest rate transparency. Borrowers, particularly those with limited financial literacy, rarely understand the true annualized cost of a digital loan. Presenting a 15 percent monthly fee as though it were a 15 percent annual rate is effectively deceptive. Every licensed DCP should be required to display the Annual Percentage Rate prominently and in plain language before any loan is confirmed.</p><p>The second is loan term flexibility. The 14-to-30-day maturity structure is inherently unsuited to the cash flow realities of micro-enterprises. A market vendor or small retailer often cannot guarantee a predictable repayment date when their revenue depends on seasonal demand, weather, or economic shocks. Extending minimum loan terms and providing genuine restructuring options without punitive penalties would reduce default rates and the debt cycle problem significantly.</p><p>The third is data protection enforcement. The misuse of borrowers' personal data, particularly for debt shaming tactics that expose borrowers to family and employer contacts, is a well-documented violation of Kenya's Data Protection Act 2019. The ODPC and the CAK need sufficient resources and political will to pursue enforcement actions against lenders who break these rules, not just accept complaints.</p><p>The fourth is financial literacy at scale. Over a quarter of Kenyans have taken digital loans, according to a 2023 report, but many do not fully understand the repayment terms they are agreeing to. Financial literacy education through schools, churches, community organizations, and digital platforms themselves should be treated as a public health priority, not an afterthought.</p><h2>The Bigger Picture</h2><p>It is worth stepping back and acknowledging what Kenya's digital lending market has genuinely achieved. Before apps like Tala, Branch, and M-Shwari arrived, the majority of Kenya's micro-entrepreneurs had no formal credit access at all. The choice was between no credit and expensive informal credit, often from moneylenders charging even higher rates. Digital lending created a third option, and for millions of Kenyans, even an imperfect third option has been better than nothing.</p><ad-spot></ad-spot><p>The challenge is not to eliminate digital lending. It is to reshape the incentive structures so that lenders profit by helping borrowers succeed, not by trapping them in cycles of expensive short-term debt. A grocery vendor who builds a sustainable business with the help of affordable credit is a long-term customer. A vendor who is driven into default and CRB blacklisting is not.</p><p>Kenya has the regulatory framework, the institutional capacity, and the political momentum to get this right. The CBK's phased licensing clean-up, the Treasury's proposed reforms, and Parliament's growing interest in consumer protection all point in the right direction. The question is whether implementation will be fast enough and firm enough to protect the millions of small business owners whose livelihoods hang in the balance.</p><p>Kenya's fintech story is genuinely inspiring. But the next chapter needs to be one where the innovation serves the borrower, not just the lender.</p>

The Double-Edged Sword of Digital Lending: How Mobile Loan Apps Are Making and Breaking Kenya's Small Businesses

<p>The Nairobi Securities Exchange wants to reinvent itself.</p><p>Speaking at an Enza Capital session during the Africa Tech Summit on February 12, NSE Chief Listing Officer Gift Kori announced that the exchange is actively exploring a dedicated technology board — a specialised segment designed specifically for venture-backed, high-growth startups that have historically found the NSE inaccessible, irrelevant, or both.</p><p>"We've always had this market perception that the NSE, particularly, is for blue chips," Kori said. "That only the very big companies can come here to raise capital. That's something we are deliberately trying to change."</p><p>It is a compelling pitch. Kenya is widely regarded as East Africa's tech capital. Nairobi has produced Twiga Foods, Wasoko, Lipa Later, and dozens of VC-backed ventures that have collectively raised hundreds of millions of dollars. And yet, if you open the NSE trading board today, you will find Safaricom, Equity Group, East African Breweries, and British American Tobacco staring back at you. The Silicon Savannah's startups are nowhere in sight.</p><p>The NSE wants to change that. The question worth asking — and one that most coverage of this announcement has not asked — is whether it can.</p><ad-spot></ad-spot><h2>The Ibuka Problem</h2><p>Before you can evaluate whether a dedicated tech board is a serious plan or institutional wishful thinking, you need to understand what happened with Ibuka.</p><p>In December 2018, the NSE launched Ibuka — a Swahili word meaning "to emerge" — as an incubation and acceleration programme designed to prepare small and medium enterprises for eventual listing. Companies would join the Incubator Board, undergo financial and governance restructuring, then graduate to the Accelerator Board where they would be positioned to raise capital and go public.</p><p>Thirty-plus firms enrolled. The NSE projected multiple listings. Investors were cautiously optimistic.</p><p>By 2024, after five years of operation, exactly one company had successfully listed through Ibuka: Homeboyz Entertainment Limited, which listed by introduction in December 2020. Listing "by introduction" means a company lists its existing shares without raising new capital — the lightest possible version of a public listing.</p><p>Two of the programme's most prominent members did not just fail to list — they collapsed entirely. Tuskys Supermarket, once one of Kenya's largest retail chains serving over 10 million customers monthly, was ordered into liquidation by the High Court after accumulating debts of Ksh 20 billion. Vehicle and Equipment Leasing Limited (Vaell), described as East Africa's market leader in asset leasing, was placed under administration after defaulting on Ksh 1.1 billion in creditor obligations.</p><p>Kori himself acknowledged this history directly. "While it was well intentioned," he said of Ibuka, "it did not see the success it was meant to have."</p><p>That is a significant admission. And it raises an immediate question: what is structurally different about a tech board that would produce a different result?</p><ad-spot></ad-spot><h2>What the NSE Says Has Changed</h2><p>Kori's answer is regulatory. Recent reforms now allow the NSE to create sector-specific sub-boards under its two main segments — the Main Investment Market and the Growth Enterprise Market Segment (GEMS). Previously, the exchange operated under a more rigid structure that made tailored, sector-specific offerings difficult to design. The new flexibility, Kori argues, is the "icing on the cake" that makes a tech-focused board genuinely viable.</p><p>The logic is that a dedicated tech board can be designed around the realities of venture-backed companies: different valuation frameworks, different profitability timelines, different disclosure requirements. Traditional listing requirements at the NSE were built for mature, cash-generating companies — not pre-profit startups whose value lies in growth trajectory and market potential rather than historical earnings.</p><p>The NSE also points to liquidity as a solvable problem. Kenya's money market funds have grown substantially over the past two years, driven by rising interest rates that attracted a wave of retail savings. The exchange argues the capital is available — the challenge is mobilising it toward higher-risk, high-growth tech companies rather than Treasury bills and money market instruments.</p><p>And then there is <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.techinkenya.com/articles/the-stock-market-is-now-in-your-m-pesa-how-ziidi-trader-is-democratizing-ke">Ziidi Trader. The launch of Safaricom's M-Pesa-integrated retail trading platform</a> in February 2026 has meaningfully lowered the barrier to stock market participation for a new generation of Kenyan investors. If young, digital-first investors are now buying shares from their phones, the argument goes, a tech board listing could find a receptive retail audience that did not exist five years ago.</p><h2>The Nigeria Warning</h2><p>Here is where the analysis gets uncomfortable, and where most coverage of this story has stopped short.</p><p>The NSE is not the first African exchange to attempt this. In 2022, the Nigerian Exchange Group (NGX) created a dedicated technology board with the same stated intention: attract high-growth tech companies and bridge the gap between the startup ecosystem and public markets.</p><p>As of today, the NGX tech board has not attracted a single listing.</p><p>Analysts who have examined the Nigerian experience point to three structural problems that are not unique to Lagos. First, governance readiness gaps — most African startups, even well-funded ones, do not have the financial reporting standards, board structures, or audit trails that public market investors require. Second, valuation mismatches — the valuations that VC-backed founders carry into conversations are often built on global comparable transactions that local public market investors find difficult to underwrite. Third, IPO liquidity concerns — even if a startup lists, the fear that there will not be enough buyers to create a functional secondary market remains real.</p><p>The NSE's response to this is that Kenya's liquidity situation is different from Nigeria's. That may be true. But the governance and valuation challenges are not geography-specific. They are ecosystem-specific, and the Kenyan startup ecosystem shares many of the same structural characteristics as Nigeria's when it comes to IPO readiness.</p><h2>The Actual Pipeline Question</h2><p>Perhaps the most fundamental question is the simplest one: which Kenyan startups would actually list on this board?</p><p>The venture-backed companies that have raised the most capital in Kenya — Twiga Foods, Wasoko, Lipa Later, the Wave-era fintechs — have raised primarily from international VCs whose preferred exit routes are trade sales or listings on offshore markets like the London Stock Exchange or NASDAQ, not the NSE. Their cap tables are structured for global liquidity events, not domestic ones.</p><p>The companies that might be genuinely interested in an NSE tech listing are those that are too locally focused or too early-stage to attract offshore interest — but these are also the companies that face the steepest governance and audit readiness gaps.</p><p>This is not an argument that the NSE's plan is impossible. It is an argument that the plan requires a clearer answer to a specific question: who is the first listing going to be, and what does their readiness look like today?</p><p>Ibuka never answered that question convincingly, which is part of why it stalled. A tech board that launches without a credible anchor listing in the pipeline will face the same outcome.</p><ad-spot></ad-spot><h2>Why It Still Matters</h2><p>None of this means the NSE is wrong to try. The gap between Kenya's startup ecosystem and its public markets is real, consequential, and overdue for a fix.</p><p>African investors who want exposure to the continent's tech growth currently have no good option on local exchanges. They are either buying Safaricom — which is a telco that happens to operate a fintech — or they are sitting on the sidelines. A functioning tech board with credible listings would change that, and it would deepen the capital available to Kenyan founders in ways that benefit the entire ecosystem.</p><p>The Ziidi Trader angle is also worth taking seriously. Kenya now has a growing population of retail investors who are digitally native, comfortable with risk, and actively looking for growth-oriented assets. That is a constituency that did not exist at scale when Ibuka launched in 2018. A well-marketed tech board listing could find genuine retail demand.</p><p>But optimism without scepticism is not analysis. The NSE has a track record of ambitious programmes that have underdelivered. The Nigerian Exchange has a dedicated tech board sitting empty. The structural challenges — governance gaps, valuation mismatches, exit route preferences — are real and have not been publicly addressed in the announcement made at ATS.</p><p>The tech board is the right idea.
